CNN is reporting that Senate leaders, with Obama support, will not demand that a "millionaire surtax" be implemented to pay for any payroll tax cut.
Pre-caving, or negotiating?
In what would be a major concession, President Obama and Senate Democrats will drop their insistence that a surtax on millionaires pay for extending the payroll tax cut, a Democratic source tells CNN. This would be part of a new Democratic offer.
The story is only a couple of paragraphs right now, but so I hope it gets filled out with more detail shortly. Sorry for such a short diary, but wanted to get a discussion started.
