Wisconsin's population growth does not keep up with the growth as a nation, and thus will likely once again lose another Congressional district by mid-century. Here, I show how 7 districts could be created using 2010 data (of course, demographics will shift by 2030, 2040, or 2050).
Using 2010 data, two districts are solid Democratic: CD-2 (green) and CD-4 (red). One district is solidly Republican: CD-5 (yellow). The other four districts are easily in play by either party and would likely go back and forth depending on the kind of year the election is held.
The greatest population deviation from idea is 41.
Data from DRE is included (Obama 2008 and state level 2010).
No county is split between more than 2 congressional districts.

District 1 (blue): SOUTHERN BORDER DISTRICT
All of Racine, Kenosha, Walworth, and Rock counties. Southern portions of Jefferson and Milwaukee counties.
Major cities: Racine, Kenosha, Janesville, Beloit.
In many ways, this is similar to the current CD-1.

All of Dane, Columbia, Sauk, Green, Iowa, Lafayette, Richland, Grant, Crawford, and Vernon counties. Parts of Juneau and Adams counties.

All of Monroe, LaCrosse, Jackson, Trempealeau, Buffalo, Eau Claire, Chippewa, Pepin, Pierce, St. Croix, Dunn, Polk, Barron, Rusk, Sawyer, Washburn, Burnett, Douglas, Bayfield, and Ashland counties. Part of Clark county.
