Mr. Kofi Annan's peace plan has failed, just as his attempts to resolve the problems in Rwanda in 1994 that led to the holocaust there with the massacre of nearly a million innocent people. He has demonstrated his inability to deal with such situations in his Rwanda experience:
"In 2003 Canadian ex-General Roméo Dallaire, who was force commander of the United Nations Assistance Mission for Rwanda, claimed that Annan was overly passive in his response to the imminent genocide. In his book Shake Hands with the Devil: The Failure of Humanity in Rwanda (2003), General Dallaire asserted that Annan held back UN troops from intervening to settle the conflict, and from providing more logistical and material support. Dallaire claimed that Annan failed to provide responses to his repeated faxes asking for access to a weapons depository; such weapons could have helped Dallaire defend the endangered Tutsis. In 2004, ten years after the genocide in which an estimated 800,000 people were killed, Annan said, "I could and should have done more to sound the alarm and rally support." Annan should be replaced immediately and the Syrian government given an ultimatum by NATO to cease fire and withdraw all military from civilian areas within 24 hours or face immediate military action. No UN resolutions are necessary since it is obvious what is taking place and the US has not deemed it necessary to ask Yemen or Pakistan before hand on Tomahawk and drone strikes. Russia can not produce valid arguments given its sterling history in Chechnya.
