In 2004, three years after 9/11, the 9/11 commission was starting to ramp up.
Mitt Romney appeared at the National Press Club Luncheon.
He cautioned against pointing fingers.
"and to the extent we find criticism in the kind of work that I’ve had to do and others are doing, it should be focused on how we can make ourselves more effective in the post-9/11 world. But trying to judge what happened pre-9/11 by post-9/11 knowledge is probably not terribly fruitful."
Also.... In the famous Mother Jones leaked video, Romney says in response to a question on foreign policy:
"It's really a, but…by the way, if something of that nature presents itself, I will work to find a way to take advantage of the opportunity."

To summarize, Mitt Romney argued against pointing fingers about the worst terrorist attack in US history- 3 years after the event occurred.
While running for president, he predicted earlier this year he would jump on a foreign policy crisis in the attempt to make political gain.
