Fine. Let the States arm, license, train and regulate teachers as our first line of defense. That said, I believe such a force would then constitute a well-regulated militia, one that is necessary for the security of a free State, and no further private ownership and possession of armaments by citizens would then be necessary. The Second Amendment would be fulfilled. District of Columbia v Heller can then be revisited.
For that matter, all public employees, including but not limited to firefighters, emergency medical responders, letter carriers, social welfare workers and department of motor vehicle personnel, should be armed, licensed, trained and regulated by the State. I'm sure a necessary and proper compensation rate can be negotiated with their unions.
I suggest, however, that we begin with teachers. Teachers are already responsible for the safety and well-being of roughly seventy-six million Americans right now and that number is going to increase.

Teachers, at least the ones in the public schools, have already been fingerprinted and passed through a law enforcement screening. They are already organized in units and commanders are in place. Who else would constitute a better militia?
