EmPOWER Maryland, a state program, subsidizes CFL and LED purchases at the store ( a Point-of-Sale discount). From this week's Kent County News:

A $10 discount is available on each certified light-emitting diode bulb. Locally, however, it is hard to get them.
Likovich said, “LED lights are an emerging technology, so not all stores will carry the types of LEDs that are part of the program discounts. The Delmarva Power discounts are helping to quicken the introduction of the technology to customers, making them more affordable.
“For 2013, we will continue to expand to bring more stores into the program.”
It may be a little too early to expect to use these high-tech bulbs.
As of the beginning of December, Home Depot, Lowe's, Sam's Club and Wal-Mart's Easton store had the discount program.
The EmPOWER price breaks only apply at Maryland stores, so for Kent County residents, the choice is a trip to North East or Easton.
An online search showed the price for the cheapest Energy Star LED bulbs at the Easton Lowe's at $20 to $23. Many are indoor or outdoor spotlights or floodlights.

LEDs are kind of hard to find right now in rural areas but should be available in the burbs and cities.
