Thank you Lisa. You fought the good fight against the ignorant, greedy energy companies and the GOP climate-change-denying Hatriots. You were rendered powerless, or so it seems.
How you must have gasped as more than 25,000 fracking wells were drilled from 2009 -2012 with little or no oversight. It would have kept me awake at night, for sure, worrying if some baby was being poisoned in North Dakota or Pennsylvania. Damn that Halliburton loophole!
I would have quit for these two reasons:

If you read through the report and comments, you will see just how ill-advised it is to run this pipeline over, through, and even on top of fracking fluid injections wells. All to save the oil/gas companies money.

The preservation of drinkinge water is in the hands of the EPA and its ability to insure water quality. However, EPA is relying on reports from only nine out of hundreds of companies fracking in the USA. In this article, you will see pictures of fracking wells on the banks of the Missouri River and one of the five major water reservoirs along the Missouri River. Gee, what could possible go wrong.
The energy companies rule and get to self-report to the EPA which, more than likely, lacks sufficient funding to save our water.
Fighting against the powers of Halliburton and the Koch Brothers, without a Congress to back up sound environmental policies is a thankless job.
Actually, an impossible job.
May our grandchildren have clean affordable air and water when they grow up.
