It's been a busy week in Native news. We've got a lot of ground to cover, but first, an announcement:
ACTION ALERT: VAWA IN SENATE TODAY; CALL HOUSE REPS NOW!
A vote to reauthorize the [Ending] Violence Against Women Act [VAWA] is expected in the Senate sometime today, possibly in the evening, and is expected to pass. From there it goes to the House, where Republicans are expected to continue their pattern of obstruction. While they oppose language that would protect undocumented immigrants and members of the LGBTQI communities, their fiercest opposition is reserved for language that would strengthen protections for American Indian women, a demographic that experiences one of the highest rates of sexual violence and domestic violence of any in the nation.
Why? Sovereignty. As I said in Denise Oliver Velez's important diary a few weeks ago:
What other folks don't realize is that this isn't even really about Native women per se; it's about sovereignty. Or, rather, about stopping any expansion of sovereignty in its tracks, and preferably, rolling it back.
The degree to which Republicans/conservatives fear and hate the entire concept of tribal sovereignty cannot be overstated. And anything - ANYTHING - that might possibly have the ability to expand it to the most microscopic degree is something to be not merely defeated, but wholly slaughtered, the earth salted over it.
Carter Camp explains some of the jurisdictional issues here. And if you haven't already, you really should read Dee's entire diary. Then read this [synopsis of stats here].
Then go call your Senators. Even though the Senate vote seems safe, they all need to hear how important this is.
Finally, go call your Representatives in the House. If you know they're a vote in favor, call and thank them and tell them they have your support. If you know they're a vote against, call and tell them how important this is and that if they fail to protect women, including Indian women, you'll help ensure that there are consequences. And if they're on the fence, your call in support of it may be the one that brings them down on the right side. And if you have a personal story of your own, follow up with an e-mail detailing it. Show them why reauthorizing VAWA saves lives.

ENVIRONMENTAL ACTION ALERT FROM OJIBWA: SUPPORT BLACKFEET REZ ANTI-FRACKING EFFORTS

The Blackfeet Reservation’s western boundary forms the eastern boundary of Glacier National Park. In 2006, the Blackfoot Tribal Business Council granted oil exploration and fracking leases on the western edge of the reservation to the Denver-Based Anshutz Exploration Corp. Many tribal elders have opposed these leases and fracking efforts on the reservation. Opposition to fracking on the reservation has resulted in the formation of the Blackfeet Anti-Fracking Coalition on Facebook. The Facebook group was started by Destini Vaile.

WEATHER ALERT: STATE OF EMERGENCY FOR NAVAJO AND HOPI NATIONS; FREEZING TEMPS CREATE SEVERE WATER SHORTAGES
As many as 10,000 members of the Navajo Nation have been without water since mid-January, when temperatures dropped to 25 degrees below zero. Most of the shortages are due to ruptured pipes, some of which date back to the 1950s, and frozen water sources.
"We are facing an emergency that is putting lives at risk," said Navajo Nation President Ben Shelly, who last month signed a declaration of emergency in the reservation, which extends across parts of Arizona, Utah and New Mexico and has an estimated 220,000 tribal residents.
"People with health risks don't have running water, some communities have low water pressure that are putting health centers and hospitals at risk of closure," he said.
In issuing the declaration, President Shelly is seeking $2.8 million in federal and state emergency funds to repair water lines and pipes reservation-wide, and to fund operation of an emergency center for those affected. Arizona Governor Jan Brewer has already signed a disaster declaration, releasing $200,000 in state funds to the Navajo Nation and the smaller Hopi Nation, also affected.
In a place like Dinetah, which covers more than 27,000 square miles, the crisis is not limited only to burst pipes.
"Every winter is like this, it's difficult," said Christine Black, a Monument Valley resident whose grandmother Nellie lives in a hogan dwelling, traditionally made of wood and packed mud, and tends sheep, cattle and horses, miles from the nearest water supply.
"As far as getting water for her, we have to haul it over 20 miles," she told Reuters. "For her, it's year-round. It's like that for every family in the area."
The Red Cross and St. Mary's Food Bank in Phoenix have been helping to haul water and coordinate other aid, but much more is needed.

POLITICS AND POLICY: NCAI HOLDS SYMPOSIUM ON INDIAN MASCOTS; MI DEP'T OF CIVIL RIGHTS ASKS DEP'T OF ED TO BAN THEIR USE
On Thursday, February 7, the National Congress of American Indians held a televised symposium on "Racist Stereotypes and Cultural Appropriation in American Sports." The symposium was designed to address the ongoing problem of racism in the use of "Indian" sports mascots at all levels nationwide: Redskins, Indians, Braves, Warriors, Chiefs, Chippewa, Sioux, Seminoles, Illini, etc. But since the event was held in Washington, D.C., much of the focus continually returned to one of the worst (and most overtly racist) offenders: The Washington Redskins, "the fourth most valuable sports franchise in the world, according to Forbes, worth an estimated $1.6 billion." Both the previous and current owners of the team have steadfastly refused to change the name, despite being told by every single major Indian group in the country how offensive it is. Supporters resort to the old trope - "It's honoring Indians!" - to justify racist minstrelsy, and then follow up with nastier epithets when called on it. [I don't recommend wading into the comment sections of the major online news outlets covering the story; they're cesspools of racism.] Suzan Shown Harjo, who challenged the use of the name in court in 1992, says that she still receives death threats from supporters of the team name.
Meanwhile, despite its myriad other problems, my home state of Michigan has followed Oregon's lead in attempting to eradicate mascot minstrelsy. Last week, the Michigan Department of Civil Rights filed a formal complaint with the U.S. Department of Education, asking it to issue a comprehensive ban on the use of Indian mascots by Michigan educational institutions (both K-12 and university-level). If approved, the move could lay the groundwork for a national ban on such racist imagery in education.
According to MDCR Director of Public Affairs Leslee Fritz, the new complaint is grounded in research demonstrating "actual harm," rather than subjective and anecdotal cases of harassment.
"The complaint we filed today looks at the research that's been done lately that clearly establishes that it is no longer about whether or not the mascots are offensive," Fritz said.
"Now that we know that there is documentable harm done to the student achievement of students in in a specific minority group, it no longer can be allowed under the law, and we're asking the Department of Education to issue an order saying just that."

WILDLIFE: NEVADA TRIBES SEEK END TO BEAR HUNT
The Inter-Tribal Council of Nevada, a group of 27 tribes, and the Northern Nevada Chapter of AIM are seeking legislation that would ban Nevada's annual bear hunt.
"We weren’t really heard," said Raquel Arthur, president of the American Indian Movement of Northern Nevada and a member of the Pyramid Lake Paiute Tribe.

"It’s just not something that should be done,” Arthur said, adding that the hunt’s opponents are “in this for the long haul."
The hunt, which has occurred the last two years, has resulted in the slaughter for sport of 25 black bears, which many tribes consider sacred. Some Indian nations regard the bear as a four-legged relative; for others, it is central to their Medicine Society traditions. Moreover, the bear hunt takes place in the Pine Nut Mountain and Sweetwater ranges at the same time as members of some of the tribes engage in their traditional pine-nut gathering activities in those areas, creating a public safety hazard for tribal members.
Today is Tribal Day at the Nevada State Legislature. The Council will hold a round dance in front of the capitol building to draw attention to their efforts.

ARTS AND CULTURE: UK COAT RACK ACTUALLY HAIDA TOTEM POLE VALUED UPWARDS OF £100K
An auctioneer uncovered a "coat rack" in a back room of the home of the granddaughter of British collector John Allen Hughes, only to find that the clothing and scarves were being held by an American Indian totem pole. Hughes purchased the Haida piece when he visited several tribes as a tourist to the U.S. in the 1920s. Not recognizing what it was, much less its potential value, family members used it as a coat rack.
The totem pole is being sold at auction in Dorchester, Dorset, this week, and is expected to bring more than £100,000.
Apparently no thoughts of repatriating it to the Haida were even briefly entertained.

FASHION: TAOS PUEBLO DESIGNER PATRICIA MICHAELS IN NEW PROJECT RUNWAY
On January 24, the 2013 season of reality show Project Runway premiered, finally starring an American Indian artist and designer: Patricia Michaels of Taos Pueblo. Ms. Michaels, 46, has long been known in the indie and Native fashion worlds, but less so on mainstream runways.
For Native designers, it's much harder to crack haute couture's glass ceiling - particularly when Ralph Lauren and other dominant-culture designers have been appropriating Native styles for so many years. Her selection for the show might provide the impetus needed for the fashion world to begin actively recruiting Indian designers.
Michaels says she wasn't familiar with the show, but when a casting agent contacted her she rented a couple of past seasons and was sold. "I was in awe of what the challenges were and the opportunities that could happen," she told the Santa Fe New Mexican.
Celebrated Native designers, Michaels says, need to "get out of our comfortable spots and go forward to other venues."
"That’s why I took on this challenge, to have a new direction," she told the New Mexican. "Because just doing museum shows that people want me to do to draw a crowd really hasn’t gotten me anywhere. It’s important to always evolve."
Known for draping, feminine styles, Ms. Michaels has long experimented with a variety of unusual natural fabrics, such as soy-based ones. Color, line, and flow are central to her work; coupled with the subtle inclusion of cultural themes, they provide a unique counterpoint to the usual offerings on display during New York's Fashion Week.
This season, however, the show's designers were divided into teams. And while the contestants and producers know which teams have already been eliminated, no one was talking in Bryant Park last week. Indeed, Heidi Klum arranged to have all the participating designers show their work for the Fashion Week festivities - but without acknowledging who the designers were. Since we don't yet know whether Ms. Michaels is one of the surviving contestants, there's no way to evaluate whether the opportunity will actually translate into better exposure, for her or for future Native designers. One also wonders why, when this year's show features designers of color from a background of cultures and traditions, Ms. Klum chose this season to subordinate the designers' individual work into some sort of collective "identity."
I have some ideas about that, none of them flattering to Klum or to the show's producers.

Community Quilt Project NN13 Flash Mob Photo
smileycreek is organizing and asking all Community Quilt recipients to bring their quilts to NN13. We'll assemble at a pre-designated location and time for a group photo with one of the NN13 professional photographers. It will be a group hug celebrating one of the most beloved community building projects we have here at Daily Kos with Sara R and winglion at the center of it. navajo and Glen the Plumber are going to scout out and select a location in advance for all to meet with their quilts for a memorable photo opportunity. Stay tuned.
