In general, the Op-Ed points to precedents where various US presidents sent federal judges to occupied post-WWII Germany to carry out civilian trials. They believe that the same approach can be used in Guantánamo to bring civilian justice in the American legal tradition to the detainees there, in spite of congressional prohibitions about bringing them to the US mainland.
So, I think this is possible as a way to finally get some movement on Gitmo.
