This is absolutely sickening.
According to The Washington Post:
A 12 year old and his brother had set up a lemonade stand outside of their apartment building in Fairfax County when a person wearing a costume:
approached the stand holding a red balloon, prompting the 12-year-old to say “do not throw that at me,” according to the warrant.
The person then threw the balloon at the boy, hitting him in the thigh, the search warrant said. The person then retreated back into the same building he left. The boy told investigators he smelled of urine after the attack.
A few minutes later, the boy said he heard a male voice coming from the second or third floor of the same building, yelling, “Go back to Africa you [expletives]! It was only piss.”

And yes, this happened in Fairfax County, Virginia, a northern Virginia suburb, where President Obama beat Governor Romney.

I cannot imagine what type of person would do this to a 12 year old child. My heart goes out to this child, his brother, and their family. I do not know how the child's parent(s) will be able to explain this horrible act to the children.
According to the community manager, this same person had previously been spotted wearing the same costume and had previously tossed a balloon at someone (but the balloon did not explode). Fortunately, the police are taking this seriously and are investigating this incident as a possible hate crime.
