What almost everyone has is a Social Security Number, and a Social Security Card. The cards since about 1970 no longer carry the note that they are not for identification. Clearly they are and are used as such for all sorts of government purposes such as tax identification. These cards are only issued to citizens. There are special cards for non-citizens and they are labelled as such.
So, Eli's modest suggestion for the Obama administration. Install photo ID setups in Social Security offices, issue government photo ID social security cards to anyone who asks for same and has a social security/medicare card at no cost. Purely voluntary, not required. End
