I'm sure this is true with any law that is more than two lines long and requires massive amounts changes to the Federal Registry. (Most laws require a department to make rules on how the law is to be carried out, those are put in the Federal Registry. It is how politicians can get away with saying "we did not pass that" because it is true, the change is not a law it is a regulation)
Under ACA i've run across two ways that doctors and employers have found to defraud people legally under the rules.

Way number one: starting on the 1 of July my employer is going to charge us $100 a month if our spouse or qualified adult (life partner, parent, etc) has employment and is on any of the benefits offered. We have also been informed that they may stop offering child coverage next year because most of the employees income is low enough to qualify for the State Child Health Insurance Program.
So if your spouse/QA works (and most do in todays economy and what we get paid) it is going to cost you $1,200 more a year to have mandated insurance coverage. Now granted this is better than UPS which said (using the same regulations from ACA) that if your spouse works they won't cover them.
My union says this $100 a month charge is ok because the ACA allows our employer to change that part of the contract and we can't fight it. (I should point out that the other four unions that work under our employer also say that.)
The second way: ACA allows a doctor to talk to you about health life styes and bill your insurance at no cost (directly) to you. The idea sounds smart, get good advice on how to eat better, work out, take care of yourself and you will have lower bills. But the law/regulation makes no requirement that it be one on one.
So, a doctor who has been a very vocal critic of ACA, got with my employer and we had a required to attend meeting where he addressed 200 employes about healthy eating. (and joining the gym chain he owns on the side) At the end everyone was required to fill out a form to allow him to bill the insurance companies!
Quick combat math says even at $25 (i'm betting a lot more) that one hour talk generated him $5,000. And he is going to talk to all 2,500+ employees. (on top of church groups, VFW's, etc) That is nice work if you can get it.
What really drove it home to me is that the Doc even told us that he disagreed with "obamacare" but since he had to accept it, he would do his best to help lower medical costs. (and that his power point presentation included crayon drawings to illustrate points)
