Fishman won’t call anyone before the Grand Jury who will be charged or who will testify for any of the targets. Bridget Anne’s lawyer has indicated that she's willing to testify if granted immunity, but she hasn’t been called.
Wildstein must have immunity because he was with Fishman ‘days,’ and it only takes a few minutes to claim the 5th, but he hasn't yet appeared before the Grand Jury (maybe he is right now, it is Friday).
Kwon has been subpoenaed, so if he answers it and stays more than a few minutes, that would mean he also has been granted immunity. He was with Baroni and Wildstein in the Port Authority ‘private room,’ prepping Baroni who then lied before the legislative committee. Baroni wasn’t under oath but that wasn't something 'known' ahead of the testimony. It's likely that Wildstein's testimony led Fishman to want to hear from Kwon.

Renna will testify before the legislative committee. She’s a key witness, Bridget asked her to delete an indiscrete email, and she’d passed the message to Bridget that someone in Christie’s office had mistakenly taken a call from Ft. Lee mayor Sokovich while the lanes were still closed, so that means she’s already testified before the Grand Jury (the don’t muck up Fishman’s case rule).
Michael Drewniak has testified before the Grand Jury, so he either didn’t need immunity or was given immunity. He was probably the first rat to leave the sinking ship.
Anyone called by the legislative committee to testify has been ‘cleared’ by Fishman’s office, so that means they’ve already testified or Fishman doesn’t want their testimony. Anyone who needed immunity to testify before Fishman has immunity, and won’t need immunity from the legislative committee.
For the moment the committee is focusing on the lane closings. Cy Vance is focusing on the decision making process within the Port Authority. Since Foye will testify before the legislative committee, he isn't a target of Vance. Nor any of the other PA people who've been called by the legislative committee.
