Sarah Palin might have called for the impeachment of President Barack Obama Tuesday, but Iowa Republican Senate candidate Joni Ernst actually beat her to the punch by six months.
At a Montgomery County, Iowa, candidate forum in January, Ernst told a crowd that she believed Obama had “become a dictator” and that he needed to face the consequences for his executive actions, “whether that’s removal from office, whether that’s impeachment.”
The video, which was previously described to Yahoo News by a source, was posted, removed and then posted again online at AOL. Yahoo News was able to view a cached version of the previously unpublished video before it went live. The clip shows the January Montgomery County GOP Forum in Red Oak, Iowa. The Ernst campaigntweeted out a photograph of the forum Jan. 15.
Ernst was asked what “punishment” Obama should suffer if the Supreme Court ruled against him in a then-pending case on the constitutionality of his recess appointments, and what she would do as a senator to stop his “blatant abuse of power.” The Supreme Court has since ruled against the administration in that case.
“I do think that yes, he should face those repercussions, and whether that's removal from office, whether that's impeachment,” said Ernst, who is supported by the establishment and the tea party wings of her party in her quest to succeed retiring Sen. Tom Harkin, a Democrat. - Yahoo News, 7/8/14

The moderator of the forum asked Ernst about the Supreme Court case regarding Obama's use of recess appointments.
"[I]f we could assume for a moment that the Supreme Court would rule there was abuse of power, what do you think should be the punishment? And two, as a U.S. senator, what would you do to stop this blatant misuse of power through such things as executive order?" he asked.
Ernst replied that she believed that Obama had overstepped and should be held accountable. She mentioned impeachment and removing him from office as two possible solutions:
He is continually using executive order, he is making appointments without authority. So yes, absolutely he is overstepping his bounds. And I do think that, yes, he should face those repercussions. Now, whether that’s removal from office, whether that’s impeachment...
But as a U.S. senator, absolutely -- as a U.S. senator though, we have to push that issue, and we can’t be silent on things like that. And unfortunately we have a number of legislators right now that simply let these things happen. They are not speaking up against these actions. They're not speaking out against the president when he oversteps his bounds, when he makes those appointments, when he’s appointing czars, when he is producing executive orders in a threat to a Congress that won’t do as he wishes.
So he has become a dictator. He is running amok. He is not following our Constitution, and unfortunately we have leaders who are not serving as leaders right now. They’re not stepping up, they’re not defending the Constitution, and they are not defending you and me.
Reached for comment on Ernst's January remarks, spokeswoman Gretchen Hamel said, "If any president oversteps their bounds, there are procedures in place for Congress and the American people to hold him or her accountable. The League of Conservation Voters (LCV) launched an advertisement Monday hitting Republican Joni Ernst for her desire to shut down the federal Environmental Protection Agency (EPA) and Education Department.
It is LCV’s second ad in the race to replace Sen. Tom Harkin (D). LCV has pledged to spend $1 million against Ernst, a state senator who is running against Rep. Bruce Braley (D).
LCV also called attention to Ernst's environmental and education positions in its first ad against the candidate in late June.
The Monday ad quotes an April debate in which Ernst said she would seek to shut down the EPA, a move LCV said would mean “cutting clean air and water enforcement, letting polluters off the hook.” - The Hill, 7/7/14

The ad says that federal Pell grants would be threatened by closing the education department and shuttering the EPA would let "polluters off the hook." The league says a third of the education department's spending is on Pell Grants.
In a Republican primary debate in April, Ernst, a state senator from Red Oak, said that closing the education department and the EPA would save money and that states and local governments were better positioned to handle those duties.
Gretchen Hamel, an Ernst spokeswoman, responded: "More of the same negative attacks from outside groups supporting Bruce Braley’s Washington policies, over the Iowa way." - Quad-City Times, 7/7/14
