As Muckrock says, these spreadsheets from 2011-12 haven't been cleaned up, and that likely accounts for certain repetitions.
This is the two-decade-old program that transfers military surplus to police departments. Some of the equipment is helpful and benign -- flat screen monitors and ballistic vests and so on. Other stuff is puzzling, like winter gear to Louisiana. It would be interesting to see what small towns have on hand.
Use this as the starting point to ask locally about what they've obtained.
