Functionally, that means that CSIS will be able to get a warrant in a secret proceeding, and use that warrant to employ CSEC to intercept all the communications of a Canadian living abroad. That power is quite new.
Canada Is About to Authorize Its Own Global Spying Operations
Justin Ling, Motherboard, Oct. 28th, 2014
Mr. Harper used “terrorism” or “terrorist” five times in his address, calling the assault on the War Memorial and Parliament a “terrorist attack,” and saying there are increasing numbers of places “where the planet is descending into savagery” as he emphasized the need to give security and police forces new powers.
“Make no mistake, even as the brave men and women of our Armed Forces are taking this fight to the terrorists on their own territory, we are equally resolved to fight it here,” the Prime Minister said, referring to the Canadian fighter jets and surveillance planes recently deployed to a combat mission in Iraq.
Harper vows to fast-track boost to spy, policing powers after shooting
STEVEN CHASE, OTTAWA — The Globe and Mail, Oct. 23 2014
Please very careful, good people of Canada. Don't let yourselves get stampeded into signing your hard-won rights away with Bill C-44, the “Protection of Canada from Terrorists Act,”
as we did with the "Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism (USA PATRIOT) Act" of 2001. I urge you to get confrontational, rowdy even. Perhaps a few select changes in the scope of responsibility of certain intelligence and law enforcement agencies would improve public safety, but having witnessed what happened with your neighbor to the south, I imagine you know to stoke that fire only with extreme caution. I implore you to make your elected officials and the people who wield governmental, military, and commercial power know that they must respect your civil liberties.
And don't let your leaders' exploitation of anger and fear cow you into accepting or even doubling down on a bloodthirsty foreign policy of global military-economic empire... as we have also done.
Though I know that you know this, here is one American's encouragement, in solidarity.
