Bob Marshall is a member of Virginia's House of Delegates. He is a batshit social conservative, and co-authored the (now-invalid) 2006 state constitutional amendment banning much more than just same-sex marriage, which was controversial due to its sheer breadth.
This bill has similar breadth. It reads (emphasis added):
A person seeking to obtain or renew a license, registration, or certificate from the Commonwealth, its political subdivisions, or any agency, authority, board, department, or other entity thereof, shall not be required to perform, assist, consent to, or participate in any action or refrain from performing, assisting, consenting to, or participating in any action as a condition of obtaining or renewing the license, registration, or certificate where such condition would violate the religious or moral convictions of such person with respect to same-sex "marriage" or homosexual behavior.
Basically, any form of anti-LGBT discrimination could not be a barrier to getting any form a license, registration or certificate from the state. You could do whatever you wanted, and it could not be grounds for denying the document.
And of course, there's the laughable inclusion of scare quotes around the word marriage. It doesn't even read like a law. It reads like a post on NOM's or FRC's blog.
