While Kansas legislators were preparing to spend their day discussing how to make divorce just a
bit more difficult,a few looked to twist the night on the social system by proposing changes to the foster care and education system.

Married couples who refrain from extramarital sex, keep a home free of liquor and tobacco, and regularly participate in a church or similar social organization could qualify as providers of a higher tier of foster care under a bill proposed by a Republican lawmaker from southern Kansas.
The legislation is sparked by an analysis of the current state of the foster system in Kansas.
The only normal home’
Knox and his wife fostered and adopted four boys. Social workers recounted horror stories about other foster homes, he said, adding that is because the current system treats foster parents as baby sitters.
“They said we were the only normal home that they visited,” Knox said. “My conclusion is that we need more normal homes as foster homes. And how do you get normal? When I say normal, I just mean an ordinary home with a mom and dad who loves the kids.”
He referred to the 1950s sitcom “Leave it to Beaver” to give an example of the types of families he is hoping to attract to the program.
But wait, it gets better..
“It’s no secret I’d like to see church people. In Chanute, Kansas, there’s no synagogue. It’s church people,” Knox said later in the conversation, explaining that churches would provide fertile ground to recruit the families needed. “That’s a community where I could go to the pastors … and maybe we could get a few families and maybe, as need arose in the area, DCF could have an option.”
The legislation, though has several poison pills. Outside of making sure that LGBT members do not qualify for the foster care extended supports of the bill, nor do single mothers/fathers, the legislation backdoors a complete workaround to Kansas education policy.

(f) (1) Notwithstanding any other law to the contrary, a CARE family
shall determine how best to meet the educational needs of any child placed
with the family and shall have sole discretion in the educational placement
of the child. If a child is not enrolled in a school district by the CARE
family, the CARE family shall notify the secretary of such decision, and
such notice shall include the school and curriculum being used to educate
such child. The secretary shall reimburse the CARE family for educational
expenses incurred for each child who is not enrolled in a school district in
an amount not to exceed the statewide average state aid per pupil. Such
reimbursements shall be paid from the CARE family education fund
established in this subsection. If sufficient funds are not available for such
reimbursements, then the requests for reimbursement shall be considered
in the order received when funds are available for such purpose.
In Kansas, handling a foster child now gives you a fast pass to a school voucher for your home school. You of course, must be straight, apparently Christian, and married.
