“O’Malley was the architect for the type of policing that we have seen here in Baltimore…. A high rate of stop-and-frisk, so it really created an environment where you had 127 murders or police-killings between 1992 and 2012, a lot of that is in the period in which he is in office, and in the period in shich he is governor. So, a lot of this has taken place under his watch, and only now today are people really finding out about it, but it was going on the whole time. The former governor, future presidential candidate has a large, large responsibility to bear in terms of explaining the kind of police state we have here in Baltimore.”
