Janice Rogers Brown and Priscilla Owen, state judges previously nominated to serve on federal appeals courts, are extremely well-qualified, according to their conservative supporters; but liberal opponents described them as right-wing extremists.
Janice Rogers Brown, the first African-American woman to serve on the California Supreme Court, is so popular that she received 76 percent of the vote in the last election, the Family Research Council noted.
Priscilla Owen, who sits on the Texas Supreme Court, received 84 percent of the vote when she last ran for re-election, not to mention the endorsement of every major Texas newspaper.
Senate Judiciary Committee Democrats are expected to stay away from Thursday's committee meeting to protest President Bush's re-nomination of Brown and Owen.
Members of the conservative black leadership group Project 21 say that Janice Rogers Brown, far from being out of the mainstream, stands out as someone who embodies American ideals.

It is pure discrimination when a highly successful African-American Justice on the California Supreme Court, Janice Rogers Brown -- who was reelected to that court with 76% approval -- has not been given an up or down vote on the Senate floor after waiting for over two years. Left-wing Democrats have discriminated against another highly qualified woman, Priscilla Owen, a Justice on the Texas Supreme Court, for 4 years now since she was first nominated by President Bush in 2001. It is time for Majority Leader Bill Frist to bring these unconstitutional filibusters to an end and to vote to end this discrimination on the Senate floor."
Justice Janice Rogers Brown grew up as the daughter of sharecroppers in a segregated state. She is the first black woman to serve as associate justice on the California Supreme Court and she received the highest vote percentage of all justices on the ballot. She was nominated by President Bush to the U.S. Court of Appeals for the D.C. Circuit which has 1/4 of all its seats vacant right now. The liberal American Bar Association has given her a qualified rating.
Texas Supreme Court Justice Priscilla Owen has been discriminated against since she was nominated by President Bush in May 2001. She has been a Justice on that court since 1994 and received a well-qualified rating by the left-wing American Bar Association. She was nominated by President Bush to the U.S. Court of Appeals for the Fifth Circuit. This is the first time in the 214 year history of the United States Senate, that there has been any filibuster of a president's judicial nominees who have clear majority support.
