Tice worked at NSA until May 2005.
He wrote a letter to congress, faxed out on December 18, 2005 to chairs of Senate & House Intelligence Committees, requesting to testify under Whistleblower Protection Act.

National Security Agency Whistleblower Warns Domestic Spying Program Is Sign the U.S. is Decaying Into a "Police State"
SIGINT Officers 10 commandments:
#1 You do not spy on Americans.
"You do not go against something that's a gospel to a SIGINT member"

"People are afraid to come forward. They know if they come forward, their career is over"

On the Telecommunications Corps Collusion:
"If that was done, If US gateways & junction points in the United States were used, I would think [the corporations] should be held accountable...These corporations know that this is illegal too."
He was recently trailed by an FBI monitor...
"Overseas: okay Over here: Not so okay"
He wants the bad apples out but is afraid this will unravel the entire NSA and its future usefulness.
