The Inspector General issued a little-noticed report the other day. It finds that Trump-appointed Managers created a hostile work environment in the State Department. So much so, that many career professionals have quit over it — instead of being constantly berated, for their perceived “disloyalty to Trump” — by their newly appointed {clueless} Managers.
[...] These inappropriate practices included disrespectful and hostile treatment of employees, accusations against and harassment of career employees premised on claims that they were ‘disloyal’ based on their perceived political views, and retaliation associated with conflicts of interest,” the report said.

“In fact, one IO employee told OIG that working with Ms. Stull involved ‘six to eight hostile interactions per day,’” the report said.
“For example, in April 2018, Ms. Stull asked a mid-level employee, without going through the employee’s supervisors, for information about another nation’s contributions to the UN. Ms. Stull did not believe the data provided was accurate, called the work product ‘garbage,’ and threw it at another employee.”
Moley and Stull also reportedly berated employees for following established procedures both before and after their arrival at the agency, according to the OIG.
Stull also reportedly referred to some career employees as “swamp,” “Obama holdovers” and the “Deep State,” while praising employees that had contributed to Republican campaigns.

Needless to this type of berating, demoting, and harassing of Federal Employees — on the basis of political beliefs — flies in the face of long established Federal laws and regulations. Indeed, “career professionals” who work for the Federal government — must annually take training and re-certify on just how unacceptable this kind “favoritism/singling out” behavior in the Federal workplace, really is.
Apparently, Trump appointees never got the many Memos that this Equal Employee-treatment Training is mandatory. That or they got the Memo, and they promptly deleted it. Often when the Federal Government gets sued — and loses — it’s over mistreatment, exactly like what the IG Report describes. Oh well, those settlements aren’t coming out of Dishonest Donald’s pocket …

As Joan McCarter summarized this IG report earlier today, this berating behavior is causing a brain-drain in the State Dept, which is sometimes referred to as the “Loss of Institutional Memory” by those Federal Agencies being actively gutted by Trump’s Employee bullying Employees don’t-matter policies:
The IG report found that Moley, Stull's supervisor, joined her in the behavior and "frequently berated employees, raised their voices, and generally engaged in unprofessional behavior toward staff." Moley also accused some staffers of "undermining the President's agenda." The two succeeded in removing one senior official from her post and demoting others. According to the report, around 50 career officials, some senior, left the department on their own as a result of the mismanagement and bullying.
Moley is still on the job, and denied the accusations. He told the IG that "The behavior attributed to me regarding raising my voice, berating employees and contributing to a hostile work environment does not represent the person I am or have ever been." [...]
Yeah, Right … and Trump has never mistreated any of his employees, contractors, staff, lawyers, or mistresses either … That’s rich — in irony. And not a good way.
It’s only the People’s Government that is being intentional decimated here.
