I understand how some states have not even placed “shelter in place” — that’s horrible. But if some states state that they have “shelter in place” and do not go forth with enforcement it is not much use. Originally he claimed that there would be fines and possible imprisonment if people violated this order. But I see plenty of people around on the highways. HEB (our grocery store here) was so crowded that they had to limit the entrance. In fact three days ago, Abbott the governor stated this:
"In short, what this provides is that Texans are expected to limit personal interactions that could lead to the spread of COVID-19, while also still having the freedom to conduct daily activities such as going to the grocery store, so long as you are following the presidential standard of good distance practices,"
However, Abbott rejected the language of a "shelter-in-place" or "stay-at-home" order, and stressed that Texans may still leave their homes for essential activities, such as to visit the grocery store or bank, or exercise outdoors.
I will put up a photo when I get a good one. But examples are that end of March, many were at the public Barton Springs Pool. There are some deserted places like downtown but there are many places which are not deserted. It depends on the place too in Texas, I heard in College Station, the home of Texas A&M University (the largest single site university in the world), students and others are following the “shelter in place” orders.
I was curious if other dkos readers had similar experiences in Texas or in other states. I hope reporters are sent to different states to see how much these are enforced. Chinese observers who came to help in Italy said that Italians did not follow the orders as strictly as they should and that was one of the problems.
