When I was in the Navy, I was an equal-opportunity representative on the enlisted side of my squadron. My qualifications for the position consisted primarily of being female and having been promoted past my level of competence in my real job - I was an aircraft mechanic, but the jets I knew how to fix were F/A-18 Hornets, and I'd been transferred to an EA-6B Prowler squadron and then almost immediately promoted to E-5. I had to be given an appropriate job, stat, so I became a shift supervisor and an EO rep.
Basically what that means is that my part-time job was helping handle complaints of sexual harassment, racism, and other discrimination. I didn't really have any authority to do anything, but I was supposed to counsel people and handle the informal (direct confrontation and/or mediation) phase of the procedures for handling equal-opportunity complaints of harassment and the like. Serious violations - rape, assault, being gay - were supposed to be reported up the chain of command.
