In order to solve the problem of teen pregnancy one must think beyond the symptom. What about free, mandatory (or voluntary) vasectomies for 11 year old boys?
Routine surgical vasectomies as performed today, although in most cases are irreversible, do not prevent or inhibit sperm production, or male fertility. If, at some time in the future, the male should choose to reproduce with an agreeable mate, the sperm cell(s) can be procedurally extracted from the testes and artificially implanted into the womb of the agreeable female.
This simple solution would prevent all unwanted pregnancies, yet not prevent any couple from ever having children if they choose to. The operative concept being: "Choice."
