Here is a quote from CBS News: "But the president wasn't happy with many of Friday's headlines saying he planned to cut benefits for more wealthy beneficiaries. He said, instead, the rate at which their benefits grow would be lower."
Isn't it the same thing?
Howard Kurtz: No. If you would receive $20,000 a year instead of $15,000, that's not a cut. But if under the current program you are promised $30,000 a year and the Bush plan reduces it to $20,000, you're certainly less well off. That's the sort of thing we're talking about here.
