The New York Times and USA Today ran a front page picture of him hugging a 24-year-old woman as she cried on his shoulder.

When the Katrina-Commission comes, it must do one thing differently, because OBVIOUSLY the 911 commission model missed the only thing that mattered- the only thing that changes over time.
IT IS NOT OUR INSTITUTIONS THAT ARE FAILING US!
IT'S THE PEOPLE INSIDE THOSE INSTITUTIONS WHO ARE FAILING US!
An "Institution" can't be punished.
It can't feel anything. It can't do anything.
It can't think or make decisions.
An "Institution" can't hug a little black girl next to a picture of some food and water and have it's picture taken!
The only thing an Institution can do is 'take on for the team'.
