It appears Pombo may be using his political action committee, Rich PAC, to pay for fundraising for his campaign committee, Pombo for Congress. This would be a significant violation of federal election law.
In 2006, Richard Pombo's political action committee, RICH PAC, paid Carol Goeas more than it raised. RICH PAC paid Carol Goeas more than $161,000 in fees, retainers, commissions and bonuses, but raised less than $154,000. In the first eighteen days of October, as Pombo faced an increasingly competitive Congressional campaign against renewable energy expert Jerry McNerney, RICH PAC paid Carol Goeas more than $66,500, but raised less than $13,000. In October, Goeas was paid more than three times more in "commissions" than RICH PAC raised. Carol Goeas was paid more in "commissions" and "bonuses" alone, $63, 001.75, than Pombo's PAC raised in August, September, and October combined, $54,800.
In 2006, Richard Pombo's campaign committee, Pombo for Congress, reimbursed Carol Goeas more than $23,000 for "fundraising expenses." But Pombo for Congress did not pay Carol Goeas any fees, retainers, commissions or bonuses for fundraising on behalf of the campaign committee. In 2006, Pombo for Congress paid Hammond and Associates, Wendy Warfield and Associates, Annette Pombo, and Shannon Ding less than $143,000 total on more than $2.4 million raise. Annette Pombo is Richard Pombo's wife. Shannon Ding the wife of Steven Ding, Pombo's Chief of Staff.

Pombo's Democratic challenger, Jerry McNerney who's running one of the nation's most inspired grassroots campaigns in the country, filed a complaint with the FEC regarding the above evidence against Abrimoff-pal Pombo. The San Francisco Chronicle had the AP story.
