This is one of those genuinely perplexing moves: taking career diplomat, former Iraq ambassador, John Negroponte out of the job of Intelligence Czar and putting him as UnderSecretary of State, a demotion, technically, in terms of responsibility and seniority.
Of course, we know Bush never took the role of the super intelligence coordinator seriously, since Rumsfled et alia spent years arguing only the Pentagon really knew how to run intelligence anyway. But Negroponte was nothing if not good cover for Bush's backside, and we know how much he craves that.
