I am not well versed in International Treaties, and I don't really know how bilateral treaties work, but the suspension of Arms Agreement between dictatorial Russia and equally dictatorial United States comes off as an unfortunate development. According to NY Times, Putin guy has unilaterally decided to suspend the treaty and will takes steps on his own.

From what I gather from the NY Times article, it seems Putin is not happy, rightfully so, that the U.S is placing a missile plan in Poland, directed against Russians, that too after cold war era, as to avert any future attacks originating from Russia against western hemisphere. And, Putin guy is going to have none of that.
From whatever has been happening between U.S and Russia lately, what is the best course of action for the U.S to take? Should we continue to deploy arms in Poland (or anywhere with Russia as target)?
The argument to deploy arms is that the Russia is fragmented, may not be as unified under Putin as we think it is, giving General a lot of power to set their Nuclear devices off. So we have to have something between.
