John McCain upped the rhetoric in front of what was called a "sparsely attended campaign rally" in Albuquerque, NM. In addition to playing the "I'm a homeboy" card, McCain is making a last, desperate attempt to invoke fear of foreigners.
McCain's demonstrated hawkishness, from his warcries of "Next stop Baghdad" to his "joke" about "Bomb, bomb Iran" combine with his legendary short temper and his tendency to demonize anyone who disagrees with him is one of the strongest foreign policy arguments against letting him have executive power.
Barack Obama is different. All Bill Clinton said in his address to the convention, "People the world over have always been more impressed by the power of our example than by the example of our power." John McCain doesn't understand that. This is the latest and most extreme public declaration he's made proving that very point.
