Yes, three states: North, Central and South. I think this is far more democratic than the self-serving 'two-state' proposal currently be proposed to eek out a Republican controlled 51st State.
As we know the Federalist compromise that established the Senate simply sucks. It gives states like Wyoming and Delaware with a few hundred thousand people way more power than a State like California with 30 million people.
To address this I propose we break up the state into three as shown on the map below.

Central California is the only true 'rural' State which is why I added both San Luis Obisbo AND Santa Barbara.
This would give the "Californias" 6 instead of 2 Senators. What's not to like.
All states have at least 3 countries with long Pacific Coast Access and borders with Nevada.
This proposal goes only PART WAY in addressing the extremely un-democratic Federalist system we've been living under for 222 years or so.
I would support getting rid of the Senate altogether as an antiquate undemocratic elitist institution but keep the states as necessary administrative regions.
