Europe Seeks to Revive UN Resolution Condemning Syria’s Assad on Crackdown
The UN Security Council will reconvene at 10 a.m. in New York to discuss a revised text submitted by Britain, France, Germany and Portugal to address the bloodiest crackdown in the four-month old uprising. Security forces have killed more than 150 people in the past two days and tanks shelled residential areas in Hama, the country’s fourth-biggest city, Al Arabiya reported, citing activists.

Congress appears ready to head off on summer vacation without resolving a funding stalemate that has resulted in the furlough of 4,000 Federal Aviation Administration employees and layoffs for about 70,000 airport construction workers.
The workers — including about 1,000 FAA employees in the Washington region — faced the prospect of going without a paycheck until after Labor Day. The agency also would lose an estimated $1.2 billion in ticket-tax revenue.

Windows XP usage finally falls below 50% mark
Windows XP's market share is eroding, and Windows in general is slowly slipping as well: between June and July, it fell 0.63 percentage points (from 88.29 percent to 88.76 percent). At the same time, Mac OS gained 0.22 percentage points (from 5.37 percent to 5.59 percent) and Linux gained 0.03 percentage points (from 0.95 percent to 0.98 percent). Unsurprisingly, mobile operating systems gained share.
EFF Files Amicus Brief to Defend Free Speech on Social Networks
EFF filed a friend-of-the-court brief today urging a federal court to block the government's use of the federal anti-stalking law to prosecute a man for posting criticism of a public figure to Twitter.
At issue is a federal law originally enacted to criminalize traveling across state lines for the purpose of stalking. In 2005, the law was modified to make the "intentional infliction of emotional distress" by the use of "any interactive computer service" a crime. In this case, the government has presented the novel and dangerous theory that the use of a public communication service like Twitter to criticize a well-known individual can result in criminal liability based on the personal sensibilities of the person being criticized.
Just substitute "legislative sausage making" for "science".
