I guess this is breaking, but the WH communications director, Dan Pfeiffer, just tweeted:
POTUS has requested a Joint Session of Congress at 8 PM on 9/7 to lay out his plan to create jobs, grow the economy, and reduce the deficit
I think this is the best move in terms of delivering a speech. I dont think a daytime speech would work. Most wouldnt hear that live, and it would get chopped up into soudbites by the media.
A prime time speech seems good, and talking directly to Congress seems better. What do you think?
Another interesting thing about this: MSNBC has a GOP debate the same night.
1:25 PM PT: Since this is still on the rec list, John Boehner has apparently asked that the president make the address on Sept 8th instead.
1:30 PM PT: Boehner wants Obama to speak the next day, Thursday, which is the kickoff of the new NFL season. So interrupting that clearly isnt happening.
