With 99.89% reporting, it's Santorum 29,944 (24.54%), Romney 29,926 (24.53%). A linear projection shows Santorum by 17.

Tue Jan 03, 2012 at 10:33 PM PT: Did the Iowa GOP just find the ACORN box? Romney is now ahead by a SINGLE vote - 29,957 (24.54%), Santorum 29,956 (24.54%) - but no new precincts reported. WTF?
Tue Jan 03, 2012 at 10:42 PM PT: Wow, so, the final Keokuk precinct came in, and Santorum is up by 4. If we assume the very last precinct out there, in Clinton City, behaves like the rest of Clinton City, Romney wins by 7. If we think it looks more like Clinton County as a whole, then Santorum wins by 2.

Tue Jan 03, 2012 at 10:50 PM PT: Hmm, or maybe FOX is just stone-cold stupid and they actually were referring to the two precincts that had been outstanding for a while, one in Keokuk (which finally reported) and one in Clinton (which still has not). Not literally "missing," just not yet counted.
