Of course. It makes perfect sense - first deny women abortions, then deny them birth control, then claim a zygote has more civil rights than the already born, then imprison the women for having babies out-of-wedlock because single parenthood supposedly contributes to child abuse and neglect.
Glenn Grotham is simply carrying things to the next logical step in the ongoing efforts to force women into sub-human status.
Single parenthood is, according to him, the reason why more children might be abused or neglected. He doesn't even consider that perhaps, just perhaps, the reason the woman might have had the child as a single parent is because she was raped. And if she's a pre-teen mom, she probably has no clue how to care for the child forced on her by society - and instead of teaching her birth control, prosecuting the man who impregnanted her, and helping her care for the child, make her the criminal here.

This proposal is exactly why women need access to sex education, birth control, full spectrum health care, and community support - not to be hemmed in and driven into psuedo-criminality.
This comes from the societal mindeset of "don't get raped", not from the more proper mindset of "don't rape", because they've effectively taken the man out of the equation. Men don't rape women, women get raped. Men don't inpregnate women, women get pregnant. Men aren't responsible for child abuse, women are. Women are criminals because they break the laws men write and pass.
The next step after Glenn's proposal is obviously to just pass laws that outlaw being female altogether, lock women up in seraglios and stone any female who dares show her face outside those restricted quarters.
