I encountered it in the final paragraph of Maureen Dowd's New York Times column this morning, itself titled Heart of Darkness.
The words are from Robert Gates, who served as Director of Central Intelligence and Secretary of Defense under George W. Bush, continuing the latter position for the first several years of the Obama administration.

Not only should we not ever again send a large army, we should take the troops there now and get them out. Now.
