Of course--if Iran ever did try to attack the US with a nuke--that would be the last thing that Iran ever did. (The Iranian government knows that, and it acts as a kind of "deterrent" against such an attack.)
But what she's trying to communicate here is the suggestion that "Iran will probably do that if Barack Obama's re-elected, but won't do that if we all get behind Obama's Republican opponent, whoever that is." (She's using the "terrorize the voters" thing to prepare her conservative and Republican supporters to accept her flip-flop on supporting the tea party-detested Mitt Romney.)
