7:39 PM PT (Steve Singiser): At this point, devotees and election junkies already know that we are essentially waiting on a single race. In the GOP primary battle to face Democratic Rep. Mike McIntyre in NC-07, the lead has shifted back and forth during the night between 2010 nominee Ilario Pantano and state senator David Rouzner. Now, with 75 percent of the counties in the district completely reporting, Rouzner has stretched out to a 1900 vote lead, or roughly 3 percent. AP hasn't put the precious little check mark besides his name yet, but it is hard to see where Pantano forges the comeback here.
7:47 PM PT (David Jarman): Four new AP calls to report:
• In NC-11's Dem primary, Hill aide Hayden Rodgers wins (he's up 56-30 on Asheville city councilor Cecil Bothwell).
• In Wisconsin's Lt. Gov Dem primary, Mahlon Mitchell, head of the firefighters' union, wins; he's at 53% against two little-known opponents.
• Likewise, in Wisconsin's SD-13, Lori Compas fends off her fake-Dem opponent, at 70%, while in SD-29, Donna Seidel also wins, at 63%. (John Lehman and Kristen Dexter still haven't been called, but also have solid leads.)
7:57 PM PT (David Jarman): Is the name Tim D'Annunzio sounding vaguely familiar? He's on track to be the GOP's nominee in NC-04. (A path to sheer irrelevance, of course, seeing as how that already-blue district got transformed into a 70%+ Obama vote sink.) If you don't remember him, he made it as far as the runoff in 2010 in old NC-08, despite the fact that he's crazy. And not just "crazy" in the Allen West/Joe Walsh sense of being unable to rein in his mouth, but in the clinically insane sense, as in (for starters) believing that he found the Ark of the Covenant in the Arizona desert.
8:02 PM PT (David Jarman): Three more AP calls, all Republican House primaries in North Carolina:
• In NC-09, Robert Pittenger and Jim Pendergraph are going to a runoff, at 33 and 25.
• In NC-11, Mark Meadows and Vance Patterson go to runoff, at 38 and 24.
• In NC-13, George Holding wins outright, at 44.
8:12 PM PT (David Jarman): The biggest question mark of the night has been answered: David Rouzer has been declared the winner in the GOP primary in NC-07, by the AP. He beats Ilario Pantano 49-44, or 34K to 31K. So, rack up one more establishment GOP win, and probably a more difficult opponent for Dem Mike McIntyre. (Pantano already lost to McIntyre in 2010, and comes with a raft of baggage: he's a Goldman Sachs alum and was charged with war crimes in Iraq.)
8:20 PM PT (David Jarman): We're about to put the liveblog to bed for the night. Here's what's still outstanding, although things are looking pretty set in stone:
• NC-08's GOP primary (to pick a Larry Kissell opponent) is likely to be a runoff between establishment pick Richard Hudson and rogue dentist Scott Keadle. Nutjob Vernon Robinson is still at 18 to Keadle's 22, so no check mark yet though.
• In Wisconsin's state Senate recalls, Kristin Dexter also beat her fake-Dem opponent in SD-23. The race in SD-21 hasn't been called yet, but John Lehman is beating his fake-Dem opponent 59-41.
