Business, corporations? The Obama administration will glady you grant you a waiver from one or more of The ACA's requirements? Unions? No waiver for you. You helped get the law through congress? Too bad. You played a big part in Obama's election victories? Tough. Once again the Obama administration is rewarding its enemies and punishing its friends. And doing it in a late Friday news dump by way of a letter to the rabidly anti-union Orrin Hatch.

Multi-employer health care plans are not eligible for subsidies under the ACA. For profit health insurance plans get the subsidies while non-profits do not. As a result unions are worried that employers will have an incentive to dump union members onto the exchanges. At minimum, it could cause significant disruption to union members. Who also happen to be voters.
And in the future, union members have the tax on "cadillac plans" to look forward to. Which will result in either less coverage or increased costs.
