So yeah, I literally waited until the last minute. Since I live in California, I used the Covered California website, which did have some delays. Had to re-login after I set up an account when it timed out on me. But I eventually made it through and submitted an application. It said I may qualify for a subsidy via Medi-Cal (our state's version of Medicaid), and asked that I provide proof of California residency. So I uploaded a scan of my California driver's license.
And that was it. I'll be waiting to hear back from them about the verification of my residency. But I can't find the button to finally enroll in a plan yet. Neither the "Preview Plans" or the "Apply" button got me to a page that actually listed plans I could pick from and enroll. Is it because they have to verify my residency first?
All this took me about a little bit less than an hour.
