The International Monetary Fund (IMF) has warned the government that accelerating house prices and low productivity pose the greatest threat to the UK's economic recovery.
It said rising property values could leave households more vulnerable to income and interest rate shocks.
It also called on the Bank of England to enact policy measures "early and gradually" to avoid a housing bubble.
In April, the IMF said the UK economy would grow by 2.9% in 2014.

Mr Putin welcomed Kiev's approach, but said an immediate ceasefire was needed before negotiation began.
The two men met on the sidelines of D-Day commemorations in Normandy, France.

China's stated budget for this year was $120bn (£70bn), but the US report said the actual figure was closer to $145bn.
The US called on China to be more open about its plans, amid high tension with other regional powers over disputed islands in the South China Sea.
China often accused the US of hypocrisy as their budget dwarfs Beijing's.

Tens of thousands of people have attended the burial of the emir of Kano, one of Nigeria's most prominent and revered Muslim leaders.
Al-Haji Ado Bayero, on the throne in the northern city since 1963, died after a long illness at the age of 83.
He was the longest-serving emir in Kano's history and sought to reduce tensions with Nigeria's Christians.
He was also a critic of Boko Haram and survived an assassination attempt last year blamed on the Islamist group.

(Reuters) - The United States is financing a new 24-hour satellite TV channel in northern Nigeria meant to counter insurgencies by the militant Islamist Boko Haram and other groups in the region, the New York Times reported on Friday.
A U.S. official confirmed the project was under way but did not give full details. The official said the United States would "support Nigerian efforts to provide an attractive alternative to the messaging of violent extremists."
The project is a result of discussions with Nigeria dating back to late 2012 on ways to cooperate against Boko Haram and the content of the channel will be produced by Nigerians in Nigeria, the official said.
The United States has in recent months increased its collaboration with Lagos in response to violence from Boko Haram, including surveillance and communications help after the abduction of more than 200 schoolgirls in April.

(Reuters) - Rising sea levels have washed the remains of at least 26 Japanese World War Two soldiers from their graves on a low-lying Pacific archipelago, the foreign minister of the Marshall Islands said on Friday.
"There are coffins and dead people being washed away from graves. It's that serious," Tony de Brum told reporters on the sidelines of U.N. climate change talks in Germany.
Putting the blame on climate change, which threatens the existence of the islands that are only 2 meters (6 ft) above sea level at their highest, de Brum said: "Even the dead are affected."
Twenty-six skeletons have been found on Santo Island after high tides battered the archipelago from February to April, he said, adding that more may be found. Unexploded bombs and other military equipment have also washed up in recent months.

(Reuters) - Mexico's state oil giant Pemex said it has sold most of its stake in Spain's Repsol SA for 2.09 billion euros ($2.9 billion) on Wednesday, and plans to unload the rest soon, ending a quarter-century partnership and freeing up cash to invest in its own energy sector.
Pemex [PEMX.UL] sold 7.86 percent of Repsol to unspecified private investors at 20.10 euros each, a 3.7 percent discount to the Spanish company's closing price on Tuesday. The Mexican company later said it aimed to sell its remaining 1.4 percent stake in Repsol in August.
Pemex's exit as one of Repsol's (REP.MC) top three shareholders ends a relationship that had become increasingly fractious in recent years due to disagreements on policies ranging from top management to the handling of Repsol investments in Argentina.
Pemex had publicly criticized Repsol Chairman Antonio Brufau's compensation and management, in particular his handling of the Argentine government's move to nationalize Repsol's YPF unit. The Mexican company sought to oust Brufau in 2011.

Government forces are almost certain to be fighting rebel fighters in the east even as Poroshenko takes the oath of office and delivers his inaugural speech. Vice-President Joice Mujuru and Justice Minister Emmerson Mnangangwa are seen as the frontrunners, while the veteran leader, who has ruled Zimbabwe since independence from Britain in 1980, has said the contest is open to other ZANU-PF leaders as well.

New York City has submitted a bid to host the 2016 Democratic National Convention at Barclays Center arena in Brooklyn, Mayor Bill de Blasio announced Friday.
On Thursday, de Blasio submitted a one-page letter to Rep. Debbie Wasserman Schultz (D-Florida), chairwoman of the Democratic National Committee, offering the Barclays Center for the convention.
"New York City offers an unparalleled stage on which to host the DNC," de Blasio wrote. "The progressive spirit of New York City has never been stronger or more vibrant than it is today. The values of the Democratic Party -- inclusion, diversity, compassion -- are part of our city's spirit. We believe that this spirit can energize and captivate both the Democratic Party and the nation."
De Blasio called Barclays Center, located in the Prospect Heights neighborhood, an ideal venue, convenient to nine subways lines and the Long Island Rail Road.
