The text of State Representative Tom Kirby's (R-District 114) bill can be found here (goes to the Georgia Assembly's bill-tracking Website).
The way the bill (The Ethical Treatment of Human Embryos Act) actually reads is to prohibit putting human embryos in animals, or animal embryos in humans. Apparently this is a great problem in Georgia as there are zero documented cases of this. Representative Kirby wants to make sure it doesn't become one. From his own Website:
We in Georgia are taking the lead on this issue. Human life at all stages is precious including as an embryo. We need to get out in front of the science and technology, before it becomes something no one wants. The mixing of Human Embryos with Jellyfish cells to create a glow in the dark human, we say not in Georgia. This bill is about protecting Human life while maintaining good, valid research that does not destroy life.
Really? The bill even has five co-sponsors who apparently feel the same way as Rep. Kirby.
Even if someone were trying to create glow-in-the-dark human-jellyfish hybrids, how would that be "anti-life?"
And on the issue of jobs, Rep. Kirby, wouldn't an entirely new market for glow-in-the-dark humans create an entirely new industry and lots of potential jobs? Georgia could be in the lead on this fascinating development and lock down the market. . . .
