This is way too harsh a punishment.
That, he should just exile Raif Badawi. Let; Raif go to Canada, where his family already are.
Tell him; to free all the "political activists", let them all, go to Canada.
I'm sure that; they and Mr Badawi, would promise never to return to Saudi Arabia.
This is a much better solution. One much more acceptable to the World. Who are watching.

It is; in the best interest of Saudi Arabia, to release Raif and other, prisoners with frivolous charges, like his Lawyer, for instance and all "political" prisoners.
It would make the Saudi gov't, look good to the world.
It's time Saudi Arabia got into the 21st century. They're always boasting, about how progressive and modern their gov't is? Then; let's see them, prove it!
Take Action to Free Raif Badawi's Lawyer, Waleed Abu al-Khair. He has had his sentence upheld upon appeal and will be serving the full 15 years in prison. He is a prisoner of conscience.
