Gary Brooks, caught in the act of filming under the skirts of young women
San Francisco residents Jason Juneil and Broadus Parker noticed a man following young women and using a hidden camera to film up their skirts. They broke out their own cameras and
filmed him action:
"I just couldn't stand by and let that guy just go like that," Juniel said.
Juniel and another man behind the cellphone were relentless, following Brooks for several minutes. The other man, Broadus Parker, first spotted Brooks getting close to girls while holding a shopping bag with a hole in one end.
They noticed the bag had a hole and a camera angled to shoot up. The men followed 67-year-old Gary Brooks, repeatedly yelling that he was a pervert until they caught the attention of San Francisco police, who did
arrest Brooks:
According to SFPD, one of the officers took his camera and found more incriminating evidence, but only cited him under Penal Code 647 J2, disorderly conduct using a camera to look at women's undergarments.
This offense carries misdemeanor charges. Brooks is expected to appear in court next month.

Unfortunately, doesn't seem they were able to definitely prove the girls were underage, but the men filming note the young women were very young.
