And since Clinton and her husband have a history in New Hampshire, he explained, the heavy spending was not just about running up the score, it was also an insurance policy.
Devine notes that New Hampshire spending helps build up their Massachusetts campaign, a critical state in the Sanders strategy. New Hampshire is Sanders’ last opportunity to win big before Super Tuesday on March 1st, where Hillary is favored to win most of the delegates she needs to win the primary.
