Even in the very unlikely scenario that Bernie Sanders does extremely well in the California primaries, the rules there reward party loyalty, awarding more delegates to districts that in the past have been most loyal to the Democratic Party.
For instance,
House Minority Leader Nancy Pelosi’s San Francisco district gets nine delegates. But the Kern County district of House Majority Leader Kevin McCarthy — this state’s top Republican — is allotted only five. Take that, Bakersfield. Even fewer, four, go to the San Joaquin Valley district of Republican Rep.David Valadao.

And since districts where Republicans are popular are likely to favour Sanders over Hillary (lots of white people), then it is safe to conclude that Sanders is badly affected by this rule.
