Voters would get a say on whether fetuses should be given constitutional rights under a measure that won first-round approval in the Missouri House on Tuesday.
The House voted 112-36 to advance the legislation, with Alan Green, D-Florissant, voting “present” and 13 members absent.
Rep. Mike Moon, R-Ash Grove, the sponsor, said during debate that if personhood for fetuses were established, that the U.S. Supreme Court would have to reconsider its historic Roe v. Wade decision.
State Rep. Tila Hubrecht, R-Dexter, said during debate that women shouldn’t decide to get an abortion just because they are raped.
“It is not up to us to say ‘no just because there was a rape, they cannot exist,’” she said. “Sometimes bad things happen — horrible things, but sometimes God can give us a silver lining through the birth of a child.”
Opponents also said that the measure was an election-year ploy, but Moon countered that this was the third year he’s proposed a version of the legislation.
“I’m glad the bill came up, but this is actually the third year that I’ve attempted something like that, so I’m grateful for the opportunity to have some input,” Moon said. “I’m looking forward to seeing this on the ballot this year.”
