"The fact that the electoral process in FFSD Board elections is not equally open to African Americans is most apparent in the stark levels of racially polarized voting seen in Board elections and the failure of white voters to support candidates from the African American community, which has essentially blocked African American voters from exercising effective political power in the District," Sippel wrote.
The case, which covers the way in which schools are governed in Ferguson revolved around the selection of school board members. Due to the at-large status, ACLU argued that sub communities, which were majority minority were not correctly represented.
In January, the ACLU released this video to explain the situation:
In a statement released through the ACLU, Nimrod Chapel, head of the Missouri NAACP offered his assessment:
“The importance of ensuring fair elections for all Americans cannot be overstated. The NAACP, in conjunction with the ACLU, has worked tirelessly to ensure that the rights of all citizens are protected,” said Missouri State Conference of the NAACP President Nimrod Chapel. “We are proud of the result in this case.”
The victory will prompt per-district allocation and voting on school board members, providing a situation that the ACLU believes will generate a result that better represents the community.
