At 2:30 p.m. Thursday, Rep. Maxine Waters (D-CA) was speaking out against H.R. 78 — a bill that would decrease regulation of the Securities and Exchange Commission— when C-SPAN’s live feed of her testimony abruptly switched to a stream of the Russian state-owned television.
Notably, the unusual switch happened just after Waters expressed concern that Trump’s SEC might be unduly friendly with Russia.

The interruption lasted approximately 10 minutes and the newspaper notes that:
The Russian network was implicated in a declassified intelligence report that accused the Russian government of meddling in the United States presidential election. […]
Howard Mortman, a spokesman for C-Span… said that the network’s early explanation for the interruption came from an internal analysis. He said he was not aware of such an interruption ever taking place before.
One could even say this was “unpresidented.”
